NY Take Action: Call Albany, stop immunity passports and mandatory adult vax database
Please take action today to stop a sneaky bill in Albany, S6541(Rivera)/A7326(Gottfried) that is intended to clear the way for a mandatory vaccine adult database. This bill does not create the mandate, but it supposedly alleviates concerns members of the legislature have that an adult database could be used to locate illegal aliens for enforcement and deportation, concerns that are blocking the database from moving forward. The Assembly passed A7326 in February. So we have to stop it in the Senate. The bill is sneaky for several reasons.
A state law cannot stop federal immigration agencies from getting the information
Proponents claim that this S6541/A7326 will prevent federal immigration agents for getting access to the database if it is created. This bill cannot stop federal immigration authorities from getting the information in the database for two simple and obvious reasons. First, the bill allows the Commissioner of Health (i.e., the Governor) to give the data to any governmental agency, and, second, if the US government wants to access a state database no state law can prevent them from getting that information. The Federal government is not limited by state laws, and everybody in Albany knows that.
The bill creates an “Immunity Passport”
The bill does, however, for the first time in New York law, as opposed to emergency orders from the Governor, create an “Immunity Passport” as “a credential whether digital, electronic or physical, that identifies an individual as having received a COVID-19 vaccine or a COVID-19 test result. ” Making it clear that this database will be used to enforce mandates and power Immunity passports. We already have a mandatory state database for children that is used to enforce mandates and exclude children from school. It is also a huge subsidy to the vaccine industry by putting their marketing costs on the back of the taxpayers.

Including everybody in the world in a digital vaccine database has been a longstanding goal of the vaccine industry. Bills making mandatory inclusion of adult vaccine records in the New York Immunization Information System (NYIIS) have been introduced every session for the past ten years without making much progress. But the vaccine industry has a very longtime line and last year the Covid event presented an opportunity to move forward with the database. The database bill was moving but it hit an unforeseen snag, immigration advocates objected to the bill over concerns that the database could be used to find illegal aliens and target them for enforcement and possible deportation.
An adult database will be used to enforce mandates as well and is also an essential component of any future vaccine passport system. But in addition to excluding people from public places and work there are whole new avenues opened up. It could be used to directly fine people who are not following state mandates. The state could use it to block your car registration or drivers license. Child protective services could be sent to take your kids from your disease-ridden home. And if you think the state would never do this you are not paying attention.
